surgencies and revolutionary wars of the last twenty years (that is
excluding Korea, Suez, the China-India and the India-Pakistan
conflicts), the total would probably exceed that of the Second World
War. In Vietnam alone casualties in 1965 have been running at
about 5,000 a month. They were equally heavy at times in China,
Algeria and the French war in Indochina. To the total must be
added those of Greece, the Philippines, Indonesia, Malaya, Kenya,
Cyprus, Angola, the Congo, Yemen, Cuba and other countries in
Latin America. It is a formidable list.
The suffering caused by such wars is equally great and, whereas
the Second World War may have accounted for some compensat¬
ing scientific advance and technological progress, these insurgencies
have contributed nothing to human well-being. In all areas they
have left a bitter legacy and have delayed, if not halted, all prospects
of peaceful political and economic development for the inhabitants.
